Concept of Work
This Career Group consists of positions that provide
systems analysis development, installation, modification, maintenance,
monitoring and/or integration of computer operating systems, applications,
networks and databases to meet business needs. Positions range from entry
to director level and cross several functional areas including Applications
Programming/Analysis, Systems Engineering, Network Analysis/Engineering,
IT Analysis, Equipment and Applications Specialty, Database and Security.

Information Technology Specialist I
This role is for entry-level positions applying basic
skills in the areas of Applications/Programming, Systems Engineering,
Network Analysis, IT Analysis and Equipment and Applications Specialty.
Requires knowledge or equivalent experience in the field.
This role also includes positions in the areas of Equipment
and Applications that work independently on smaller projects or segments
of larger projects. Requires education and some experience in the field.
Information Technology Specialist I
|
COMPLEXITY
|
- Knows and applies fundamental concepts, practices, procedures
and existing policies and guidelines in specialized area of information
technology.
- Tasks range from having some variation and difficulty to having
moderate variation and difficulty.

Information Technology Specialist II
This role has a broad range of positions from analyst
to senior level positions in the areas of Applications Programming/Analysis,
Network Analysis, and IT Analysis and specialist level positions in Systems
Engineering. Requires knowledge and some to substantial experience in
the field.
This role also contains a dual track for Equipment and
Applications Senior and Expert levels. The first track is
for positions that serve as a Consultant and provide technical
advice to address problems encountered. The second track is for positions
that have Lead level responsibilities to include instructing, directing
and monitoring the work of staff. Requires knowledge and experience ranging
from extensive to significant breadth and depth of experience in the function.
Information Technology Specialist II
Systems Engineering, Applications Programming Analysis,

- Background ranges from knowing and applying fundamental concepts,

Information Technology Specialist III
This role contains dual tracks for Expert positions
in the areas of Applications Programming/Analysis, Network Analysis, IT
Analysis. The first track is as a technical Consultant. The second
track has Lead level responsibilities for instructing, directing,
and monitoring the work of staff. These tracks can lead to supervisory
responsibilities. Requires knowledge and extensive experience in the function.
Supervisory levels also require leadership experience in the function.
The same dual track exists for the Senior and Expert
in Systems engineering. Requires knowledge and substantial to extensive
experience in systems engineering.

This role is for positions that range from the highest
level technical expert in a specialized area such as systems engineering,
applications analysis, network analysis, and operating systems analysis,
to supervisory level positions in systems engineering. Supervisory positions
coordinate all activities of unit with multiple projects to meet project
deadlines and budgets. They require knowledge and leadership experience
in the functional area. Technical experts require comprehensive knowledge
and extensive specialized experience.

Supplemental Descriptions of Functional Areas
Applications Programming/Analysis
Duties include translating user systems needs (systems analysis and development)
into technical solutions by writing applications software, integrating
systems, and/or developing databases.
The work involves systems development and analysis, systems integration,
including operating systems, applications, networks, and databases. Positions
may utilize distributed systems and client-server technologies; formal
data structure design, relational database design, and file structure;
applications software; operating systems and utilities; communication
interfaces; interactive debugging and testing; and identifying and resolving
software/hardware interface problems.
Positions may reside in agency information technology centers, administrative
operations, and program operations.
Systems Engineering, Database and Security
Typical duties include installing, maintaining, and modifying operating
systems, database management systems, utilities, and related software.
Other key duties include ensuring the availability, integrity, and reliability
of assigned systems.
These positions are primarily responsible for large-scale operating systems
and database management systems that typically serve a large number of
users.
Positions will exist only in an agency information technology center,
or large administrative or program operations that have responsibility
for their own internal operating systems or database management systems,
and where the operating system(s) or database management systems are sufficiently
complex in terms of technical support and administration required.
Network Analysis/Engineering
Positions are responsible for the design and implementation of voice,
data and/or video networks in differing stages of development, maintenance,
and modification. Specific duties will vary according to the life cycle
and the technical complexity of the network and associated hardware and
software.
The range of duties may include the planning, designing, engineering,
programming, maintenance and management of networks. Networks may include
wide area, local area or comparable transmission networks, but these positions
typically do not provide day-to-day support of local area networks as
a majority function.
These positions typically reside in agency information technology or
telecommunication centers. Network Analyst positions may also be located
in administrative or program operations based on need and the complexity
of the network system.
I T Analysis
These positions typically perform the following activities:
- Provide consultative support of hardware and/or software.
- Provide business analysis and workflow documentation.
- Provide project planning and coordination.
- Provide multimedia development.
- Perform sole or lead work in departments responsible for independently
developing and maintaining their own integrated, diverse and complex
information technology systems; and/or
- Develop and maintain a Web site by writing programs in languages such
as Perl, C, C++, Java, ActiveX, or VRML; creates front-end user interface
to databases and business applications using languages such as HTML,
SQL, C, or Visual Basic.
These positions may perform applications programming to accomplish some
duties. Positions may reside in agency information technology centers,
administrative operations, program operations, or academic schools.
Equipment and Applications Specialty
This work involves:
- Providing repair and maintenance support for information technology
equipment and/or systems (computer and peripheral equipment, network
and telecommunications devices, audio and video equipment, and related
transmission equipment and systems) which typically are integrated with
or interconnected to larger systems;
- Providing user application support by identifying software solutions
using PC-based and/or mainframe applications and database management
software; and/or
- Site administration of technology-based facilities.
These positions assist with implementation and other basic network functions,
such as recommending equipment purchases, modifying system configuration,
changing system/equipment specifications, assigning passwords, defining
attached devices, performing backups, etc.
Positions may use software packages (such as statistical, database and
spreadsheet applications) to analyze and manipulate data. Positions typically
reside in agency information technology centers, or in telecommunications,
multimedia, administrative, program and academic divisions.
